In 2003, CPT started compiling an industry cost index. Using figures supplied by volunteer member companies in each region, the index tracked movements in operators’ key costs and combined them to give an overall figure for changes. The index was designed to be appropriate for use in contract price negotiations.
The index was published twice a year for many years and historic reports are accessible from this page, giving an invaluable picture of industry cost movements. It was designed to comply with guidance from the Office of Fair Trading. However, the index was reliant on volumes of operation remaining fairly consistent and the significant turbulence created by the COVID 19 pandemic meant that this approach had to be abandoned.
In 2022, CPT commissioned a new Cost Monitor. This was designed to track changes in bus and coach costs, replacing the old Cost Index, but also to gather detailed data to support our work representing the sector, and to enable contributing operators to benchmark their costs against industry averages.
