Changes to PCV licence renewals
The introduction of the 3rd EU Driving Licence Directive has slightly altered the renewal arrangements for PCV licences. One of the aims of the directive is to ensure 5-year licences are issued to all PCV licence holders.
The UK already had a 5-yearly entitlement renewal scheme in place for drivers aged 45 and over and felt that it should align the driving licence photo card with the category entitlement renewal dates as soon as possible. This will result in drivers being issued with 5 year licence card showing the same expiry dates for both the photo card and the Cat D/D1 entitlement.
Operators will also need to carefully check the renewal dates for all their drivers so they can ensure that those drivers over 45 who should have a medical report on entitlement renewal and may not be required to have one under this harmonisation process continue to be fit to drive a PCV.

Minimum eyesight standards
DVLA has confirmed the changes to eyesight standards for all drivers which will be introduced during 2013. There are more exacting new standards for Group 2 (PCV Drivers), set out in the document below.
There will also be changes to the D4 Medical Examination report which will apply when a driver first applies for a PCV licence and when they apply for licence renewal from age 45 which will capture the changes to the vision standards.
Some of the changes will be introduced from 8 March 2013, although no details are yet available.   Further details will be issued by DVLA in due course.
CPT members are dvised to make themselves familiar with the new requirements and prepare for the changes to completing the new medical form which in certain cases will involve the form being signed by an Optician as well as a Doctor.

Changes to driver licences and categories
On 19 January 2013 the European Union Third Directive on driving licences comes into force and all new driving licences from this date will have to meet the terms of the Directive.  If you apply to claim your first lorry/bus test pass or renew your driving licence on or after 19 January 2013, the licence issued will be valid for a maximum of 5 years. This affects you if you have passed driving tests for categories D, D1, DE, and D1E. Once you have been issued with a 5 year licence you will need to renew the licence when it expires.  If you have already passed a driving test in one of the above categories, the new rules will apply when you next renew your driving licence or when you renew your bus entitlement, whichever is earlier. There will also be changes to the front and back of licences.
